When do you GM's out there allow them? I know Artha can buy them, and they are applicable in magic tests, but when else?

Do you use them for dramatic tension? Do you use them when the player(s) have some special skill or trait? I know there are some occasions listed in the BW like perception tests, but I am not sure if there are hard-and-fast rules regarding this, or if GM's in general just use their own judgement.

I would appreciate any ideas you have on this, or if Luke wants to lay down the law, that is cool too.

I only allow OE tests where the rules explicitly says so (Steel, Perception and Sorcery, like you said. Don't remember if there are more atm.). If the players have done well (which they usually do), they'll have some fate points which will allow them to OE any test.
