Well yeah, like the subject says.
I love the BW orc setting. I love the dog's issues. I'm thinking something like 'whip-bearing orcs' or 'servants of the dark' in 'the vanguard' (of the advancing army.
It's a spark - literally, cause it hasn't gone anywhere yet.
Come on, ya gotta give us more than that.

Dogs in the Vineyard (http://www.septemberquestion.org/lumpley/dogsources.html). It is a very cool little game by Vincent Baker.

Dogs in the Vineyard is, to translate it to fantasy terms already, a group of priests sent out by their temple to keep the flock 'in line'. In fact, I've done a fantasy adaptation already, with priests burdened with that task but with their gods dead, here in Augurann (http://www.indie-rpgs.com/viewtopic.php?p=155122#155122).
Basically, I'd use the DitV system, but the orcs from BW (since they're so cool) as setting material. DitV focuses, systemwise, on the escalation from talking to physical violence (up to gunfighting). The Orc society is a hotbed of violence, shouted orders, cracking of the whip, balanced by cowardice.
The players would be either servants of the dark (or from that line), maybe a life-path specifically created for this adaptation, bearing a whip (which would take the role that a gun has in regular DitV, as the endpoint of escalation and the statement-maker), sent out to keep the 'flock' (other orcs) in line in the vanguard of the army - moving from unit to unit to keep the cowardly orcs in line, moving forward on the enemy. Blasphemous Hatred and the rituals associated with it would map to ceremonies. Supernatural good-guys and other monstrosities would be dealt with as Demons.

I ended up mixing in a hue or two of DitV in the last BW session my group played. We needed to agree on (a) what we were fighting for and (b) how do we resolve that. Stamp setup, without touching the dice, and once you roll them, the dice by god award the prize (or rob you), regardless of quality of narration; it's very freeing and created really good forward motion in my group.
BW is all about checks. Once you settle on the check and the Ob, you've got (b) pegged. The Script comes up less frequently and more meaningfully when it does. And, for our ability, mass gained context as well.
So yeah, I got a lot of mileage out of setting Stakes. But I applied BW mechanics within that structure.

Most games are about letting the dice talk, if you run it smartly. Don't house-rule until you must, basically.
Following my own advice, it would be DitV, with BW window-dressing
