Can you take the Quiescent trait more than once? For that matter, can you take any trait more than once? I assume not, but I can't find a rule saying so explicitly.

I know that there are some traits you can take more than once, for example, missing limb. I think, as a general rule, if there is a different way to apply it, such as two different limbs, or, in Quiescent's case, two different traits, then it should be ok. As GM, I would make it a house rule that players could do it if they wanted to and had good reason too. However, as not the creator of the game, this is just an opinion, not the actual set rule.
*edit* Well...there goes that....

Also, when you purchase the Quiescent trait, do you have to pay a trait point for the trait you're removing? That is, is the grand total expenditure 2 or 3 trait points?

Yep, you still have to pay for the removed trait.

Just ask Yourself: Do I really want to pay 3 Trait points to get rid of this "Maggot Eater" trait? And think about first trait vote while You pay for it
