Resources and Advancement

When advancing resources, or really anything for that matter, how do taxed dice and the like effect the test? With the exception of dice from Artha, does everything changing the number of dice change the advancement?

Also, if someone has a b0, as far as I know can only happen in resources, how is it advanced? I mean, how many tests are needed? Would it just be one succesful difficult or challenging test?

Sorry for asking so many questions lately, but I'm going to be starting a campaign next week and want to know the rules well.
