It seems to me that Fate is easier to obtain then Persona, but it seems like the Fate's Luck option is more powerful then Persona's Boon. Statistically, it seems like Fate would always add a greater advantage, especially since it can be announced after the roll. It seems like the only advantage is that Fate is useless for things that are already open ended, and that it can only be used once per roll. I was just wondering why it was made this way.
you're adding a hierarchical order that isn't really there. Fate and Persona aren't two steps in a pyramid. They are roughly balanced equals.
Mechanically, adding dice ensures another die be thrown, while open-ending a six is a "gee, I hope" mechanic. It can't happen on every roll -- adding dice can.
Play-wise, I set those rewards where and why they are to encourage two distinctly different types of behavior in play. Playing your Beliefs and accomplishing goals are two different things in game. They are rewarded differently to encourage players to do them both at the same time.
Oh, and you'll always need Persona for that Will to Live test!

So Fate and Persona are about equal, but Deeds are higher, right? I think I made the order of fate and person based on how much starting characters are alloted. That made me think that Fate was easier to come by and therefore less powerful.

Also, you can spend up to three points of persona on one roll. That is quite powerful!

fate is the easiest to award, that I'll admit. Once you get in the groove of awarding fate points for interesting situations generated by BITs, then it just flows.
But honestly, Persona should flow in a fairly similar manner. You'll note that you get persona for goals and high-octane roleplaying. You want that shit happening every night in your games, right? So you've got to get the groove of awarding it when it happens. I know I get so caught up, I often forget.

Another reason to play those BiTs is the Persona for Complication rule, now there is a lifesaver.
