It says under advantage, that advatange can only add 1D to a test.
However, in the imp section it says a GM might add more then 1 die to a test for a great advantage.
I think it should be the latter, why it is inconsistent?

It's not inconsistent. The section (pg. 30 of the system book for those following along at home) says that the PLAYER can only lobby for +1D. However, at his discretion, the GM may grant dice above and beyond that +1D.

Its probabbly should be agreed by the GM (and maybe player) how many D the advantage will be.
Its strange that if player states an advantage he can get for it only 1D, but if the GM thinks of the advantage by himself then he can give him more then one D.
The bottom line is that advantage can grant more then 1D, isnt it?
Yeah, that's the bottom line. But it's not about the GM coming up with an Advantage. The point is that the player has to come out and say: "I think such and such should give me an Advantage."
If the GM agrees, the player gets +1D. If the GM thinks that the player's idea is really good and really deserving, he can grant more than one die.
I believe it was stated the way it was simply to prevent player Advantage-whoring. We don't want players wheedling for extra Advantage dice. "Come on! I deserve more than +1D!"
Sure, it's not strictly necessary. But sometimes Luke is an old-school kind of GM and likes giving the GM special powerz. That's not so egregious, considering that BW puts far more power into the hands of players than most traditional games do.
