I try to have atleast 2, but I always find that this gets cut first when resources are scarce.
What do people have on average?
Does it depend on the character?
Am I overlooking the importance?

The thing is, relationships are useless if your GM doesn't use them, but they are really important if he does. I try to make sure that every character I make has at least 1, and the players in games I GM take one also. It's not so bad resources wise. If you get a minor one that hates you, it's only 3 rps (I believe) Make him a forbidden family memeber and you're down to 1 rp.
For example, you're bastard son whom you abandoned at an early age, or, you can be the son who's father left you because you were illegitamate and would ruin his life.

I would say one Relationship is just fine, possibly two. Relationships are different under Revised than they were in Classic -- largely because Circles takes care of a lot of it.
Try to think of it this way: a Relationship is an NPC that MUST be part of the game. If you buy one, the GM is obligated to make them part of the campaign. The more you pay for them, the more important they will be to the campaign.
Mechanically, what buying a Relationship with a character does is allow you to see them at any time without having to roll Circles. You only want to build a Relationship like that if it is integral to the concept. Otherwise, just handle it with Circles.
