If another fighter has 2 actions in this volley (1.strike, 2.avoid).
Another has 1 action (strike)
Does first fighter get his 2nd action avoid against second fighters 1st action strike So i guess i'm trying to ask does defensive maneuvers give those nice defensive bonuses for whole volley ?

Nope. Its first action vs first action, then second action vs second action.
If the other fighter doesn't have a second action, then the first fighter's action is uncontested.
Verrain is correct, but I'd like to add that Avoid does incur a +1 Ob penalty to other actions/attacks in the volley. This counts for both defender and attacker.

So if someone scripts two avoids in one volley, are they both at +1 ob?

So this means that if i know that opponent has only 3 actions/exchange, i can easily script second action in one volley as strike and opponent can't do anything to avoid it ?

Technically, yes. But I'd only penalize the second Avoid.

I would penalize neither. It doesn't seem right to penalize an Avoid because you were Avoiding. It seems the intent is a continuation of the Avoid through the Volley. I would only penalize any previous or following non-Avoid actions.
