Counterstrike question

I know this has to have been asked somewhere before, but I couldn't find it, so please be kind. If you script a Counterstrike, does your opponent have to have an attack scripted against you in order for you to use the riposte portion of it, or can you simply subtract 1D for the unused block and use the remaining dice to Strike even if no one is taking aggressive action against you?

A Counterstrike can only be used against Strike, Disarm, Great Strike and Push.

It can also be used against a Block and Strike.
