Has anyone got any rules for throwing sand/dirt or powders in the face of your enemies? Instinctively I'd play it as a melee weapon (not ranged) with +2Ob on the inside (failure meaning you get caught by the effect). Attack can be avoided, but not blocked by weapon (only by shield). If the material doesn't have any special damaging effects maybe a +1 Ob for a number of actions equal to the success margin ought to be fine? Or maybe an Ob penalty equal to the success margin for the next action or volley? That ought be a good option for downed characters to buy some time to get up?

Itching powders or other concoctions might have special effects. Say add 2 for an itching powder requiring a Mark hit to take effect at which the powder triggers a Steel test. Failing means you Stand and Itch (not drool). Throwing more vicious poisons might have nastier effects. Thoughts?

For choking powders, we use an Ob 2 Agility test. Success means the attacker rolls a DOF, the defender rolls his Forte. Each success reduces the DOF number by one, final total equals an Ob penalty. Penalty fades by +1 Ob per volley after the first.

I like the idea that shields can block and Avoids can dodge. But that'd really only be good for sand or really heavy powders. For finer stuff, once it's in the air, everybody's fucked.

Cool. Any penalties for throwing with the off hand? How about "drawing time"? Two actions as usual or more?

I don't think the accuracy is such a big deal to bother...

if the character has eggs or tubes of the stuff, then we use the standard draw times. if he's an alchemist in desperate straits... i've enforced three and four action draw times.

Sand, on the other hand, doesn't usually require a draw time. When you're on your back about to be run through, your hands are in the sand, no?
