Another Newbie Question

Again, maybe this is a matter of opinion, but since all actions are considered to occur simultaneously, do wound penalties take effect in the following action or volley after the injury is incurred?

The following action, I believe. This is important because if you get two actions and the poor schlub your beating on doesn't, then any negative modifiers you heaped upon him affect the same volley second action (as do any penalties you accrued in the first action as well).
