Blartha aside...
Do bad guys get Artha? Do any of you GMs assign and use Artha against your players?
I always liked the 7th Sea and Deadlands idea of when you use points they go to the GM for the NPCs to use

Mostly no. Mostly.
Of course, I might give 3 pts to a major NPC, and maybe 1 pt to a minor NPC, depending on my mood or how important they are to the plot.
hm. typically i only give major villains artha, even then i rarely use it.
we had some very bad blood from a session where pcs were fighting giants who were using artha to reroll failures to utterly obliterate pcs.
it just wasn't cool.
besides, artha really is a gm to player reward for good play. are you going to congratulate yourself and reward yourself?
i might consider artha for villains if the players vote for it, a la the MVP award.

Hmmmm... interesting.
Are players "mature" enough to handle giving the GM rewards as they themselves get rewards? I am going to have to try this out.
I say this since I am currently sullied by reading too much KODT. I have a friend to hand them off to me in stacks so I end up poisoning my mind in bundles of four and five books at a time :)

Well, I will admit I'm not mature enough to reward the GM artha for good role-playing or whatever reason. Sorry Don, but you are already too good at being evil without artha to spend.

How? - By pushing your GM skills over the edge - where non BW GM had been before - like running BW session for goth chicks at cons ;]
