Revised mentions them, but I can't find any rules for how they work. Am I missing something? Can you just take people out of action after you have them incapacitated in a lock?

Once the target is incapacitated and there is a chance a friend can aid him immediately, then you can apply a damaging lock. Otherwise, there's no conflict and you do it automatically.
To figure out the mechanics, roll your Power or Brawling. Count successes as a strike using the unarmed attack stats.
Bear has incapacitated Peter. Peter's friend is rushing to help but won't get there for a Volley. The bear applies a damaging lock. It rolls 7 Power dice and gets 4 successes - a Mark result! That's a B7 wound to Peter as he is crushed in the bear's sweet embrace.
