So i'm contemplating some rules for modern CQB style firearm combat. I was wondering if anyone has thought any on this.
What i'm looking at is using Hesitation and some modified "Assess" rules to mirror busting down doors and trying to shoot everyone before they get over their shock and shoot you. Scripting should be pretty accurate... Anyway, just curious to know if this has been tried before...

We've done this to death. It's actually what helped trim the system into its current lean state.
Yes, use Steel rules for suprise and whatnot.
Flashbangers cause Steel tests and raise obstacles.
The killing power of a modern firearm is NOT that much greater than bow technology. However, you have greater armor penetration (to the point of making Armor useless with VAs of 5-7), incredibly rapid rates of fire and mmuucchh longer ranges.
For using burst fire weapons, the recommended method is to have the shooter fire at a +1 Ob penalty for burst fire, but roll 2, 3, and 4 DOF for damage relative to the burst length. 2-5rnd bursts are 2 DOF, 6-10 rnd bursts (full auto ARs, and SAWs) are 3 DOF, 4 DOF is reserved for real machine guns.
Roll the DOFs and choose the highest result to determine damage. Longer bursts on lighter weapons, like a 10 rnd burst from an AR, incur a greater Ob penalty, btw.
The above is for burst fire, not spray fire. Spray fire is a cinematic technique that generally just wasted ammo in the real world. But, it can be useful for wholesale mowing down crowds if you're into that. For changing the target vector, or sweeping, spend and action, shoot at a new target.
The Acquire Target action becomes vital in modern firearms BW. Chow Yun Fat becomes THE trait to have.
Scripts usually look like this: V1: Kick open door, Assess / V2, Acquire / V3 Fire.
or for the gungho: V1: Kick open door, Acquire/ V2 Fire / V3 Fire. (in this case, you are literally going to shoot the first thing you see. Could be mom, could be opfor.)
For the wild: V1: Kick open door, Snapshot/ V2: Snapshot/ V3: Snapshot. All these shots would be at Ob 4 (Ob 1 (assuming short pistol/smg range) plus the +3 Ob Snapshot/Unaquired target shot). In this case, you're not even looking -- just shooting.
For the insane: V1: Fire through door/ V2: Fire through door / V3: Kick open door, Assess. (this is a great script for the shotgunner of the group.) Just roll the DOF. On a 1 (counting both shots, he hits).
You also might try: V1: Kick open door, Take cover / V2: Assess / V3: Acquire Target.
In this case you might live a little longer and actually see what you are shooting at; maybe even hit them.

How modern are we talking about?
For Vietnam era to the present: It takes 2 actions to grab a grenade from your pocket or 1 action to grab it from a grenade belt. It then takes two actions to arm said grenade. The character may then throw the grenade. The grenade will detonate three VOLLEYs after it's thrown.
Roll to hit with Throwing or Agility. A miss indicates bounce. Roll a d6 for direction and d6 for meters.
Modern grenades, I think, have a 30' blast radius. Anyone within 2 meters of the epicenter of the blast is bad off. DOF: 1-2 I B5, 3-4 M B8, 5-6 S B11
Anything outside the epicenter but within the blast radius takes the above IMS but at -2 Power.
I think those are my rules for thrown explosives, but I am very tired and I can't remember.
My version of the modern rules will be out sometime late next year. I'll release weapons for modern and near-future settings and a variant LP system (because I'm not doing the modern LPs this year). It's really not much, but it requires polishing that I just don't have time to do right now. I really want to get the monster burner and adventure burner out.

As an aside I just wanted to mention that I would have Firearms do similar damage but raise the obstacles on health checks for recovery. After some research I found that internal tissue trauma (from the shockwave that rounds cause) and burning make wound recovery trickier.

On to my next project then... The World Burner... I'm pretty interested in creating a guide for making worlds to play in. I'm tired of being limited by preexisting stuff in the local world. I mean, there's some things that just won't/can't happen. If anyone has any ideas, feel free to bring them up.
