Can Hesitation ever be zero?

example:

Dr. Nym, psychologist extraordinare, has a Will of 7 and the Fearless trait. Does this mean he has a Hesitation of:
10-7=3-3=0
or
10-7=3 -3 = 1, the minimum

all joking aside, having a moment to look this up, it appears that, sure your hesitation could theoretically go into the negatives. It'd be nice for that extra resistance to Psychologist's lock penalties and such *shudder*
