I noticed that in some examples in the book that locked characters stay with the dice penalty even if they pushed or fall. The lock should work only on the Inside, doesn't it? And if a character on the Inside is succefuly pushed, doesn't she "quit" the Inside? And if she is, why does the dice penalty still exist?

Maybe I didn't understand how the Lock is actually working...

I'd tend to think this has to be handled on a case by case basis. If you've grappled somebody and then declare you are pushing them, you might mean to let go of them and shove them away from you (which would mean you'd lose the lock) or you might be holding on to them while physically ramming them into a wall or something (in which case you'd retain the lock).

If somebody fell while locked, I'd think the locker would have the option to "go down" with them (like with Charge) and retain the lock.
