Are Vaylen always native or not?

which implies that Vaylen Shudren are not always native.

But, on pg. 180:

Due to their ability to infiltrate, all Vaylen settings are considered
native.

I suspect that the bit on pg. 46 is a mistake, and that "all Vaylen settings are always native" is the real rule. Correct?

This is not a definitive answer because I'm trying to recall what we intended a year ago. But I believe that it should read, "the Vaylen Setting is always native."
