I'm wondering if anybody has a fast tactic for making NPCs, just faceless dweebs really. feel free to post me any "cookie cutters" if you have any.

Simply assign your NPC a rating:
If he's an average joe, all stats, atts and skills are B4.
PTGS is: Su: B3, Li: B5, Mi: B7, Se: B8, Tr: B9, Mo: B10
If he's something of a badass, all stats atts and skills are at B5.
PTGS: Su: B3, Li: B5, Mi: B7, Se: B9, Tr: B10, Mo: B11
If he's meek or just utterly mundane, all stats atts and skills are at B3.
PTGS: Su: B2, Li: B4, Mi: B6, Se: B7, Tr: B8, Mo: B9
Since these are one-trick ponies, don't even bother to assign skills, simply roll the appropriate dice for the appropriate situations.
Equip and trait as necessary.

Luke's guidelines work well. I only burn up major NPCs - mostly villains - when I think I may have to justify my numbers to the players.
If I have a town guard, he's gonna be all 4's and have a weapon skill of B4. He may also have a Town-wise, Intimidation, and Conspicuous Trait. If the situation calls for him to have a relevent skill, he will have it. Just keep it in the realm of believability and you won't have a problem.
