Elven Spell Songs

CB pg 99 states that Elven Spell songs "are similar to spells except that they are bought , opened and advanced as skills rather than spells."

Does this mean that Will dice are added to the test and that they are subject to the Failed Casting rules?

Spell Songs are skills with magical effects. No stat+skill, no failed casting. Just like skills.
