Ley Rift

His hand waved through the air, tearing apart the etherial veil. The caster has ripped open a rift of magical energies, flooding the area affected. Extra successes create an obstacle penalty for any Sorcery tests in the affected area. This penalty fades at one point per volley as the rift slowly seals again.

I'm thinking a Majoris might be in order here, what do you guys think?

EDIT: Perhaps also dropping the Minoris and have it affect all skills of the Sorcerous type?

Having it effect all sorcerous effects brings up some evil monkeys. Does Human Sorcery, Dwarf Skills, and Elven Songs ceom from the same source?

Personally, I think it's fine as is!

I would split hairs and say that Dwarven Arts and Elf Songs are not skills.

Obstacle penalty should apply to a specific skill or reasonable handful of related skills. If you want it to just effect Sorcery, then the Minoris sigil is fine.

Being greedy, I wanted it to apply to Sorcery or any Sorcery-like skill, in case there were ever to be multiple types of Sorcery in a campaign, say.

I think the Minoris is fine, especially if it affects the caster as well (since it's Personal Origin).

Does it affect sorcery that is already cast and sustained? Or only sorcery that is cast in the affected area?

It wouldn't affect the caster (c.f. p.214 "Effect and You").

As it stands, it would just be the latter. I'm tempted to throw a majoris on it and have it affect the tax test, too.
