I have only a little Japanese, so I am relying on what I am told is the translation.
Tsuji-giri is "trying out a new sword on a passer-by".
It sounds like a great title for a new campaign to me. :)

If you have Netflix, check out these two movies:
RONIN GAI - A movie where there is lots of Tsujigiri (and slashing up dead people to test swords, also illegal and immoral).
DORA-HEITA - To cheer you back up after watching RONIN GAI. An awesome movie set in roughly the same era.
Also, not sure if Tsuji-giri is all "Heian" and all. Psychos might do it, but mostly it was bored, corrupt samurai lords in the Edo period (itching for war when there was none).

I'm sure you are right about it tsuji-giri not being Heian period at all. Thanks for the other references. I'll check them out!
