I was thinking bout all the books that ICE (Iron Crown Entertainment) published for MERP (Middle-Earth Role-playing Game). Were You refeering to the Decipher game, or just to the Tolkien books? If not I would reccomend Shire sourcebook from ICE, if You would like to recreate LotR feel :), otherwise You should tell us where do You want to start your campagin/game , so we can help.

I might also recommend the Midnight setting (Its a D20 setting). We are currently playing in it and they come right out and say its designed to have a LoTR feel - except in their setting the "Dark Lord" won the war. In fact, some of the art in the Midnight book is a direct rip off of scenes from the movies.

My players even refer to one of the groups in the game as the Riders of Rohan.

Well i was thinking of doing a dwarven based campaign about the fall of the dwarven holds to the goblins ECT.
The Moria Supplement for ICE/MERP is probably what you're looking for.
You'll have to come up with about a dozen stats -- various orcs -- but that's about all the conversion work you'll have to do.
Look for it on ebay. it's amazing.

If you want Moria suplement - than look for second edition with Angus Mc Bride cover - not the one with mining shaft (which is 1st).
