Elven songs are advanced as skills, but is it possible to find yourself in a spot where advancement as laid out by the rules is impossible?

For example, take Threne of the Chameleon, which is Ob 3 to use. I burned a character that has a B3 Threne score. Rolling 3 dice versus an Ob3 test produces a Difficult test. Since the Ob of the Song is fixed, how is it possible to generate Routine tests necessary for advancement?

Say I burned the above character with a B5 Threne score. It would be impossible to generate anything but Routine tests (5 Dice for Ob 3 tests), which of course don't count towards advancement at this level. Is it possible to max out a Song skill in this regard?

Am I just obtuse and I'm missing something? (Or are those 2 facts unrelated  )

It is possible to reduce the Obstacle of the song by singing patiently, just as a spell can be. That would make Routines easy to get.

As for getting the harder tests, try singing while suffering from a wound, or with your mouth gagged, or while in the vacuum of space! Just kidding on the last part, but as you can see, there are situations in which your Obstacle will go up and down which will provide you with the tests you need.

That makes sense. My lack of actual "field testing" is showing.

Thanks!
