how much should an NPC get and how often does it refresh

in my campaign, i have many PC relationships that are antagonist NPCs, thus they are regularly opposing PC goals, etc. i gave them all 3 fate, 2 persona to start. not sure that is enough. also, not sure when/how much it should refresh.

what do other people do for artha for their NPCs?

3 f, 2 p is a lot!

High level mooks usually get 1 f, 1 p in our games. It refreshes upon you playing/accomplishing their Beliefs.

This is roughly the scheme I am using in our game:

mooks: 1 Fate
mook leaders/monsters: 2 Fate 1 Persona
named NPCs: 3 Fate 2 Persona
really important NPCs: 5 Fate 3 Persona

Refreshing after a campaign arc (only has mattered for 1 or 2 NPCs at most). Also, players can nominate NPCs for artha.

these are burned NPC named relationships i'm giving artha too. 3f 2P. the players paid for these guys in character creation.
most other mooks i don't give any. 1f 1P for high level mooks is good though. make them more of a challenge. thanks.

as for refreshing them, what if they accomplish beliefs? i don't want to waste time going through my npcs at the end of a session, but many of the relationships have hit their beliefs/accomplished some. does anyone track this and when do you track it? in front of the players or inbetween sessions?

Aside from initial allotments, we only give NPCs artha for pursuing or accomplishing beliefs (or playing an Instinct in a way that turns the story). The GM usually reads off the beliefs and instincts of his NPCs like the players do.

There have been times when I've held off on trying to earn Artha from a Belief or Instinct because I wasn't ready to reveal a particularly juicy one.

I typically run BW Figure of Note(FoN) for each PC - tied into several PCs beliefs - even crossing PCs. Right now I have 3 FoNs and they earn artha - and it's easy to track because I'm TRYING to earn the FoN artha - since his beliefs are tied or crossed with a PC/s - it matters. And when it happens we all know it and typically agree and award the artha to the FoN.

In practice, I found if all the BITs are aligned (PC/NPCs)- you'll hit a groove and the accounting won't matter - it's drama.
