If a character has a sword skill of 4 but has lost 3 dice due to wounds, is it true he cannot (short of spending artha to make the die open ended) get a Mark hit with an add 1 weapon? Am I doing this correctly?

What if the same guy also had +2 ob from superficial wounds? Is this guy screwed?

Yeah, if he's down to 1 die, he won't be able to do anything other than an incidental wound unless he open ends the roll and gets another success.

If he also has a +2 Obstacle, he will have to open end the roll and get 3 successes to even hit his target, and 4 successes to get a marked result (5 for superb), assuming he's using an Add 1 weapon.

You're doing it correctly... and yeah, he's probably screwed. Consider that if he's wounded so badly that he's down 3 dice AND has a +2 Ob, he should probably be running and/or begging for his life!

He's got to call on other reserves to overcome his pain. Currently, he's just too weak to get anything done.

Some features of the new injury/recovery mechanics:
There is no "+2 Ob". Taking Greg Porter's advice, Superficial wounds count once for obstacle penalties, but still add up to count as subtracted dice.

Characters will be able to make Health tests to temporarily shrug off the effects of wounds.

Cool. How is this implemented? Health roll at the beginning of a volley or before each scripted action? Extra successes knock off lost dice for that volley?

Unfortunately, all I can do is tease you right now. Those rules are being strictly guarded for release in the Annual/Revision.
