If I get the Core Set (BW & Character Burner; already have) Monster Burner, Magic Burner, and Path of Spite (printed out a copy), am I missing anything for a full-featured BW fantasy game? (Obviously if I want to do scifi, I need Burning Empires, Jihad, etc.)

You've got the full extent of fantasy stuff, although I would suggest to start small if you are new to BW.
Burning Empires is a standalone game and not a supplement for BW. The systems are very similar, but not compatible.

I agree you're complete, but I have to add you should at least consider adding The Blossoms Are Falling. It is a fantasy Japanese setting, in the Heian era (pre-samurai, pre-ninja). It has some interesting twists in it, like 'competing' emotional attributes (Honor and Shame), as well as rules for entreating Kami (spirit-gods) that are different from Spirit Binding and Summoning in the Magic Burner. It certainly isn't essential, and many of the Asian motifs won't apply in many home-brewed fantasy settings, but still an interesting read, and shows (again) how versatile and flexible Burning Wheel can be.

Yup, that's pretty much all you need to run years and years of adventures.
Now, when the Adventure Burner comes out, maybe I could say, "Decades and decades..." ;)
Oh, hey, don't forget Mouseguard. (which is to say, it's not "core" but it's probably pretty damn nifty)

Is mouseguard BW-based?
In spirit. It shares some common assumptions about RPG principles. It's d6 pool with FoRKs and works mostly the same way. But far fewer attributes, Traits work quite differently, the Artha system (not called Artha anymore) is chopped down, advancement is simplified, and so on. Also character creation is not LP based. Most of they "Rim" mechanics are axed or replaced with simplified conflict version of scripting. No "magic" (because Mouse Guard doesn't have magic).
In short it is further from BWR than Burning Empires is, in a completely different direction than BE.
