I read this story and the first thing that popped into my head was, "What a cool adventure/campaign this would make." Any level of technology is appropriate.
Characters could be engineers, archaelogists, historians, politicians and diplomats. Each with their own agenda about what should be done with the momument and how it should be undertaken.
There's room for kewl plans, hard bargaining, hidden secrets, wild success and outright disaster.
Anyway, the news is always a good place to get ideas for games!
