1) Can the GM apply lasting obstacle penalty as the result of a failed roll?
For example:
2) Failed Lifestyle maintenance test, can I apply a blanket +1 Ob for the next cycle to represent being malnourished or something?
3) Failed Orienteering test out in a storm (and then probably a failed Health test), can I apply a +1 Ob for being ill?
