Relationships without circles ?

Let's say the GM introduce a recurring NPC for a couple of sessions :

1) How the circles rules apply for a named NPC for which a first circle test was ever made ?

2) Would it be reasonable to "vote" a relationship between a PC and this NPC if something special is going between them (not necessarily romantic) ?

The GM may, at his discretion, make an NPC into a relationship for a PC.

Establishing a relationship between two characters is a fine statement of purpose (or even compromise) in a Duel of Wits.
